Coronet Contributes to The Uganda Grain Policy

Kampala – Dealers in the grain agro-businesses sub-sector are formulating a national grain policy to guide the management of the industry from the farm to marketing level.

The policy will help farmers to negotiate for better input prices and enhance farmers’ bargaining power.

Speaking to journalists in Kampala early this week, Mr Frederick Mugerwa, the Grain Council of Uganda chief executive officer, said the policy will help to streamline grain processes and eliminate a number of challenges.

Mr Chris Baine, a consultant with Coronet Group, a regional business advisory and structured trade and agricultural financing consultancy, said emphasis needs to be put on addressing the rudimentary post-harvest process that accounts for about 40 per cent of total production in terms of volumes and revenue.

He said: “Existing information flow gaps about modern farming technology among the farming communities, failure to establish functional farmer groups and limited access to agricultural financing are key constraints to affecting the industry.”

Dealers are concerned that whereas agencies including the Uganda Coffee Development Authority and Cotton Development Organisation, among others, have had a positive impact in terms of quality control on coffee and cotton, less has been done to replicate the same in the grain sector.

Mr Mugerwa said: “The grain agricultural sub-sector has not received appropriate attention in terms of guiding stakeholders about the do’s and don’ts in the process of managing grains right from the farms to markets.”

This, he said, has seen the industry sail through a number of challenges such as the escalation of poor quality seeds, fake agro-inputs, poor post-harvest handling and lack of information about modern farming, among others.

Uganda, according to experts, has to emulate countries like Tanzania where cooperatives organise farmers into working groups to advance common farming practices instead of looking out for individual farmers like the current Naads system.

THE WAY FORWARD

The profits. Ugandan farmers should move away from the traditional norm of allowing only not-for profit organisations to run the show but involve the private sector .
Importance. This will enable them identify where the profits in agriculture are embedded.
